We should structure and automate the release notes functionality.

1. Add "role functionality" for receive e-mail for release notes functinality in tenant administration Portal.
2. Add release notes section within files or new area with current and archive functinonality.
3. Add automatic release notes notifcation to all users with role functionality, as described in #1, directing them to section describer in #2.
4. Add automatic relase notes to other manually defined stakeholders - like SD Directors, Managed Client.
